Apparently that round button like thing on the backing plate is an eccentric adjustment of some kind for the secondary shoe and the small spring must keep the shoe in contact with it or maybe is additional antivibration control.
Here is a bit from an early Motors Manual and there are also some adjustment instructions in the 37-8 SM. No mention of the spring in the SM though. Just FYI, Motors said 37 used the Bendix type 2 system with eccentric.
