Yes they were designed to be removed an installed with fenders in place.
I believe this was expecially true on the passenger side for the periodic valve adjustments.

I made the inner panels, mounted the fenders and grill then the panels.

By doing it in that order I was not fighting the little adjustments on the holes that were needed while installing the fenders.

NOTE: the holes for the brake lines and headlight wiring as these can be an issue.
