Sounds like a good guess; seat belt mounts.
I have a Canadian car, and our rust belt extends from sea to sea to sea, so mine was very rusty in this area and had to be rebuilt but I saw no archival evidence of those loops. I was watching to see if anyone else did but I suspect you are correct Kev in that these were used as a strap anchor.
