You can continue trying to free up the valve but eventually pulling the head would eliminate the guess work and would save you time.

I'm kind of curious to see if we can get it running without pulling the head, just to see if it's possible. But we're prepared to pull it if need be. I have a valve spring compressor coming in case we need to pull valves as well.

The water pump doesn't need to come off with the head, does it? We've only seen the engine run for a short period of time, but didn't see any leaks or obvious issues with the cooling system. And doesn't the radiator need to come out to pull the water distribution tube?
