Ok, I found the numbers in 49T-31.

- Direct drive should engage between 15-22 MPH at very light throttle.
- Disengagement should happen at 10-13 MPH when coasting.
- Direct drive engages at about 30-45 MPH at half throttle.
- Kickdown should be tested at 35-40 MPH.

I don't believe these numbers would have changed by 1954. I would test the car accordingly.

P.S. on p. 27 of the Ultramatic manual (51-54 service manual) there are instructions for setting the throttle valve. Perhaps you can try that, or just use trial and error.
