Yes, you are correct. The escutcheon that the switch rod goes through on the dash face needs to be turned CCW to remove it from the switch assembly. I destroyed mine in figuring this out. (Doubt I am alone!)
What I have found is that you can also use the switch body inside the dash to break the tightness. Of course, it will not turn much but you may be able to shoot some penetrating oil onto the thread and holding the escutcheon with one hand turn the switch body to start the parts loosening up. The escutcheon will be the part you complete the disassembly with by unscrewing it out of the dash.
Once it is off the switch rod has an elbow in it that needs to be twisted out of the eye in the inner switch housing plate.
Now you know why these are so mangled on most restorations!
The attached is a PDF of model I put forth a few years ago to replace these, using a grub screw so the rod could be installed after the switch is installed and adding a flat face on the escutcheon to allow a 1/2" wrench to tighten/remove but there was no interest so it died on the vine. But it gives you an idea of the original assembly, just no grub screw and the knob and rod are actually a permanent press fit assembly on the OEM parts.
