Glad you checked the water distribution tube, what you found it not so uncommon.

The water pump casting should also have shallow recesses around the bolt holes that require the copper washers, makes it easy to remember which ones go thru into the water jacket. I always shellace the threads on those particular bolts as well. As to accessing the lower pump bolts, my normal method is to remove the two large bolts that hold the front motor mount yoke to the frame and put a block of wood under the oil pan and jack up about 1/2 inch, and then remove the two small bolts that hold the front motor mount cushions to the block.
