I can't speak specifically for the 1940 senior axle without checking the specifications but generally, it's not the number of shims but the cumulative thickness of them and you can shim from one side or the other until you reach some total shim pack thickness (about 0.050" or so) and beyond that you should split the shims between both sides. I've never encountered a situation where anywhere's near that total thickness of shim was needed but I suppose it might occasionally be encountered.

Yes to the dial indicator and especially with an adjustable magnetic base, an elegant way to do it and with a tool that you'll find useful in the future. But the simple little tool shown will do the job just as well.
