That starter damage is not unexpected with prolonged use of 12 volts on a 6 volt starter, and related damage to the flywheel ring gear will also occur over time. Perhaps the carburetor is the problem, but these cars should start quite easily on 6 volts at below-freezing temperatures. At very low temperatures (below 0 Fahrenheit) consider the use of a dipstick heater to warm the oil for a few hours first. I'd strongly recommend finding the starting problem and returning to 6 volts.
