Dan (MIDan), thanks for sharing. Howard (HH56) is too polite to mention that the picture is showing a GAZ-13 Chaika. Not in a know-it-all manner but to assist you, please find below a ZIS (with artistic radiator grille) on rails.

Howard, what we see above is the end of the chain after many years in higher grade of service for the red barons. The car survived as an attraction for rent in the Hungarian Railway Museum until today. If wikipedia is reliable informed, then the talk revolves around:
"...a Soviet Chaika, that has served as an official car of Hungarian Prime Minister Jenő Fock. The car was later converted by the Hungarian State Railways to travel on rails..."
True or wrong, the attempt of the mentioned Jenő Fock to move away from the Stalinist economic system got its appreciation in an obituary, published in The New York Times.
