Can't see the back of black GAZ 13 Chaika. But my guess is that it has a trailor hitch at the rear for pulling a small train flat car. Load a regular car onto the flat car, tow it with the Gaz 13.
PRobably made for people that don't like to fly or float. That way, one could travel to the far eastern parts of Russia by rail and then just unload their regular car for local transport.

Several weeks ago i did a Google Earth trying to look at the very eastern 1/3 of russia near Alaska. Spent a few hours looking at that area. But there does not appear to be any roadss or towns or railroads over there in eastern Russia??? Or there ARE plenty of roads and towns etc in eastern Russia???

Anyway, my guess is that the conversions for rail travel is for very long distances across the country.
