Frank (dallas), good eye and as Dave already said, it is a ZIS.

Dave, it isn't the very New Jersey car but very similar. This convertible has been offered for many years many times , sometimes for $300,000 and sometimes for $1,500,000.

"...All documents in addition to admission are available at that time and have no doubt Stalin from the first owner..."

I have seen the falsified documents but apart from that try to find a pictuture that shows Moscows most photographed man from that era parading in such a car. There are no trees on the Red Square; 360-degree free visual axes! Unless I'm very much mistaken then a vendor would use at least one promotionally effective photo that shows uncle Joe in his car.

"...The driving behavior is consistent with the then state of the art and is also suitable for today's traffic situations. One could also safely use as a daily driver..."

If a 20 feet long car (19 feet 7 inches to be exact) without power brake and power steering but with unsynchronized gearbox (manual to shift with double clutch) is suitable for today's traffic and your brother is owner of a mineral oil group, then yes.

"...the most powerful 8 Cylinder engine that was used in America in the 40s..."

A ZIS engine has 140 hp.

"...car was professionally restored..." - picture attached
