If you already have a photo program, there should be an option usually under image to resize.
If you're running windows, & don't have a specific program, there are several but one of the easiest to use is a free one called Irfanview.
http://www.irfanview.com/ Just open your picture in the program, go to image and resize by half, or whatever percent you need then use the file-- save as function & give a new name so it saves the smaller one separately. You can then close and elect not to save the changes in the original so that is maintained. It also has a batch function so many can be done at a time.
If you're using a Mac, then iPhoto does it all. Just select the photos for export, select jpeg for the kind, and select medium (or small) for the file size.
