The original filter installs were in place of the pigtail and continued that way even on some postwar engines. Solid lifters did OK but engines with hydraulic lifters had issues with low lifter gallery oil pressure and noisy lifters with that arrangement if the filter got clogged.

Packard issued a special filter with a bypass valve as a first attempt to fix the issue. Wasn't entirely successful as the special bypass valve filters were sometimes not used so then added a pigtail and then the pigtail plus metering the oil flow thru the original style filter. That was the final version with the pigtail and orifice metering and is the plumbing as we are used to now.
