Those are rear seat wind deflectors, useful when summer cooling was four windows down, forty mph. An accessory available from a variety of aftermarket outfits like Western Auto and J.C. Whitney in the era, they turn up in sedan periodically. I doubt this pair are a Packard-specific item. Checking Mr Neal's text, only a convertible tonneau wind deflector is listed.
