It does need a lot of work, but coming from CT myself, you can't beat West Coast sheet metal. Unrestored convertibles from around here are typically rusted into the earth.
Looking at the shot of the data plate, it appears that the original color of this car was Scheme "B" which was Meridian Blue Metallic, a dark blue shade. Would look nice restored in its original color. The car was apparently repainted a bright red color which looks good in the photos, but this is not a '53 Packard factory color. The closest was Matador Maroon (Scheme U), a dark maroon color.
