I think after battling this for a couple of months that the problem is as you say, in the carb. I didn't want it to be that result, as I didn't want to get into the carb. I have cleaned the screen going into the unit, but the next step is the floats. Then if needed a rebuild.
Thanks to everyone who commented, it is great to have so many people with great experience offering suggestions. I will send the final results as soon as I get into the carb.
