I'd still try maybe a foot or so of stiff wire with hook to see if you can snag that rounded end. A piece of baling wire or thin coathanger wire with just a small bit on the end bent over. If you can get the hook in the end of the clip and pull, it will turn on the shaft. When it points down try and pull the clip off.
