Vacuum Line Trough Exhaust Manifold

My dad's engine has a steel line that runs diagonally through the exhaust manifold. It looks like it is supposed to be for the windshield wiper system.

I assume that its purpose is to ensure that the air being sucked into the pump is dry and/or will not ice.

The steel pipe has somewhat short stubs on it. How is the steel pipe supposed to connect to it?
