Doesn't look stock but look under the front seat for an optional under seat heater. Packard only had one blower switch for the 22-23 series cars. Normally heaters were hooked up so both ran at once but if a customer bought the underseat unit and didn't want them both on at the same time dealers would add an underdash switch for the extra heater. Usually those Packard switches had two or three positions and a coil of resistance wire embedded in ceramic on the back. If aftermarket, continuous rheostats were common. If that is not for a heater then I don't have a clue and it comes down to chasing wires.

If the black bracket switch is for the reverse light, definitely not stock but maybe aftermarket and the red light is to warn you it is on..

Here is the switch that would be for the late 22nd-23 series stick shift factory bracket and reverse light. Early 22nd and Ultramatics had a different one.
