It could be but one thing curious about that particular bracket is the number of nuts going with it. With the two frame holes there must be something else needed too. I believe you brought up the question about the lack of an insulator. For that reason, I doubt it is a solid metal to metal connection between the two pieces. There could be a small square of insulator between two pieces of metal and that could be the 6.002 piece with a single bolt missing from the other supports listed for that area as having two bolts.

Unless Kanter might have some of the pieces or someone with a long wheelbase 21 or 22 series car can take a photo of that area I don't know of any other inexpensive way to know what it actually looks like. There is a chance blue prints of the pieces are available but at $$ for each piece that is an expensive way to find out.
