That dial is probably the automatic choke adjustment and if you put fuel directly into the carb, will have little effect. If you want to readjust it, make sure the engine is cold then just turn the cover by hand while holding the throttle open until the choke butterfly closes, then back off until it just begins to open. That will give you a rough adjustment. Tighten down the three screws that hold the cover and you're done.
