Late 52 thru 54 would work and be almost a bolt in no matter the model (except commercial). One thing you need to check is if the 51 vibration damper is drilled for adding the separate PS pulley because if not then you would need to change it too. Also see if the frame is drilled for the power cylinder bracket. If not that might need some fabrication via welding or drilling to mount the bracket.

The steering box has different ratios power vs manual but you could leave the manual box in and just change the pitman arm. Live with it taking a bit more turns lock to lock. The power cylinder is different and pump bracket has an extra brace for strength in 54 models but the differences are minor.

Ideally you would find a parts car and just take the PS components off since there are some small items that are different from manual not shown very well in the parts book. You could also take photos and see how things fit together that way.

Some of the used vendors could probably set you up with enough parts to make a complete system if you don't have access to a complete car and there is always ebay. I would try Gerry@packardssouthwest.com or send a PM to Ross Miller on this site as a start. David Moe at Seattle Packards might also have pieces. Kanter or Max Merritt could probably come up with a complete setup but not dealing primarily with used parts they might be the more expensive option.
