I would wonder about the governor condition or if it still has a good ground.

There is not a lot of current to burn the contacts but they can get dirty or even oil soaked if wear around the shaft is letting oil get inside. If oil is getting inside, the flyweights could also be gummed up to the point they are sluggish and not moving outward enough at the proper speed to work the contact mechanism.

The ground to the contacts is completed by one of the screws holding the bottom cover. That screw connects the pot metal case to a metal strap running across the bakelite which via a rivet goes inside to the contacts. The screw could have loosened or there may be corrosion between the metal strap and screw or metal and rivet.
