In addition to Wes's photos showing the governor internals, here is one of the bottom cover identifying the wires and metal ground strap.
If you do not have the Electromatic Clutch option the wire labeled EC will be unused and that short wire should be tucked safely aside. Check the screw that goes thru the ground strap for looseness or corrosion. The screw provides the ground connection between the metal strap going inside to the contacts and the pot metal governor body screwed to the OD case. The governor connection to the OD case can also be a source of poor ground issues if the governor is loose or threads corroded.
