Be advised that automotive paint chips and powder coating are two completely different coatings.
You'll have to talk to the powder coater or a powder coating producer to see if they can match and/or how closely. The palette for powder is much narrower than auto paint. It's colored polymer that is fused by heating, so the temperature history is much higher than a normal baked or air dried paint.
If I were doing this, I'd use the same paint that I'm using on the body.
If I was dead set on powder, I'd due in a contrast, such as black, white, or silver to match the wheel covers and accent the body.
