With the large hole in the washer that must mean the washers are over the bushings and being used as nothing more than spacers between the bushing shoulder and contact plate. Apparently used to limit travel and have the chrome ring resting closer to the contact plate.

If anyone has a ring out of the car it would still be nice to have the exact configuration of the entire ring assy documented.
