This is a very common problem with full wheel covers. I haven't heard of anyone drilling holes and putting in screws before. I wouldn't do that. The metal valve stems are a good idea. The cap will migrate around until the metal valve stem stops it. Probably the best solution is to bend the tangs on the hubcap so it grabs the rim with more authority. I think if you can put the cap on without using a rubber mallet they are too loose. Don't drill the holes.
