idler arm removal on a 51

when I had the front end on the Packard rebuilt with a Kanter kit, I was unable to swap out the idler arm that is attached to the passenger side of the frame. The problem is that one of the nuts on the inside of the frame channel has broken loose, and so when you turn the nut, the bolt inside just spins. I'm thinking the only way to fix it is to cut a hole in the opposite side of the box channel, weld a new nut in place, and reweld the piece of channel that was removed for access. Any one else ever run into this problem? Any other solutions?
