51 hood ornament rubber gasket?

While the 51 is in the paint shop, I've been cleaning and polishing the stainless steel and the chrome trim. Question on the pelican hood ornament - is there supposed to be a rubber gasket under the long curved part that sits on the hood? I was debating applying a thin coat of clear ATV and letting it cure for a few days before I install it. I don't want the ornament chipping the paint, not at the price of the paint job!

Any comments?
