I am guessing rpm below 1250 to 1500 rpm is lugging the engine.

To a large degree that's a function of piston stroke. The prewar senior Eights with their 5-inch stroke accelerate smoothly and easily in high gear from as low as 5-10 mph which is far less than 1000 rpm.
