Bad OD Solenoid?

So today I decided to take a break from my other projects and get my Packard driving good for the car show season... MY overdrive has never worked, and I've never realy messed with it in-depth until now. I removed the solenoid to bench test it (I just had a hunch this was the culprit) and sure enough no click... Just to double check I did this right, I grounded the case and applied 6volts to the terminal that is NOT grounded (the other one is grounded and has to do with kick down??) No click... So I took the cover off and checked various continuities. This is what I found:

-contact on top of plunger reads 0 ohms to case when closed, no ohms when open
-contact on side of plunger reads 0 ohms when closed, 0 ohms open. I think this indicates a short somewhere, since these contacts don't do anything...

The manual doesn't really cover testing the solenoid, only that is can be defective..... Do these reading incate its bad, or are these normal?
