If you tell me what you paid for it I will tell you how to fix it.

The tool you need is a universal valve spring compressor used on all flathead engines. It is hard to describe, it is like a scissor that works in reverse, when you squeeze the handle the business end spreads apart. That end has 2 branches that end in a Y. When you put it under the valve spring and squeeze, it pushes the valve up and allows you to remove the valve keepers. When you release it the valve spring falls out and you can pull out the valve.

I have 3 of them in my tool box. They used to turn up at farm auctions and garage auctions but have not seen one now in about 30 years.

What you need is an old gray haired or bald headed mechanic or auto machine shop. They will have the tools and know how to use them.
