Shocks with a stiff rebound cause problems on TL cars: the front hits a series of bumps, and the stiff rebound won't let the front of the car up quickly. The leveler kicks in to correct the situation and pulls the rear down to match. Later, in the smooth patch of road, the shocks slowly let the front back up. The leveler kicks on again to bring the back up to match. And on and on.

The effect of the interconnected torsion bars is to suspend the car as if supported at its center of gravity. That is why they ride so level over bumps, but also why the trim of the car is so greatly affected by small changes of load----and excessively stiff shocks.
