No recommendations for a restore but I would think a radiator shop should be able to replace the core. The painting of the case shouldn't take much effort. If needed, the motor or fan might be another story.

If you find a place and get a price over $100 you might also compare that amount with Kanter. On their 40-50 pagehttps://www.kanter.com/packard/pac-450.html in group 33.000 accessories section is advertised NOS 42-47 underseat heaters for $129. Might be worth a call to see if they still have them and if the price is current.
