Hi Bill, welcome to the wonderful world of packards.
That contraption has gotta be the oil pump. When putting things back together, you will also have to check that your distributor is corectly indexed. The distributor is driven be the oil pump.

I suggest you read through the shop manuals in the Liturature and Manual section. They should be helpfull.
