I just looked at the 1952 Owner's Registryhttps://packardinfo.com/xoops/html/modules/newbb/viewtopic.php?topic_id=16804&forum=2&post_id=167242#forumpost167242 and every car with scuppers has the first one mounted on the rear door - both 3 and 4 scupper model.

Must be the viewpoint of the photo as at first they looked a little "off" to me too.
