Since the back is lined up, to me that would be where more of the sliding would occur and I would believe someone messed up more than it being deliberate. Wonder if someone made a repair while the seat was assembled and for some reason the clip couldn't be accessed with crimping pliers in the proper spot and was done that way instead. I would be sorely temped to straighten it so there would not be a soft spot.
