Solid footbrake on 1948 22nd Series Touring Sedan (RHD)

Hi Long time since I had to visit but this is the story so far :

Car has been stood but started regularly for several months. Yesterday she was started and I tested the gears going in OK, tested the clutch and then the handbrake against the clutch OK, BUT the brake pedal was SOLID no movement at all.

She is stored in a VERY confined space so can't move her to test the foot brake. Is it normal for there to be no movement in this situation whatsoever or am I just worrying for no reason.
