The silver is inside. Here is a photo of a silver plated contact from a relay type unit. You can see the base metal where the wires screw on is copper or brass while the round part which is the actual contact point is plated in silver. The part which actually touches that round portion to complete the circuit would usually be plated in silver too.

Gold is the best conductor and won't tarnish. Some contacts on really high end or critical pieces are plated in gold. Silver comes next and then there are a couple of other specialty metals which have characteristics favorable for certain uses which are also used.
