The front and underseat heater cores are in series. Assuming there is no manual shutoff valve in one of the heater hoses -- either at the head or waterpump port -- or the hoses have no kink or other obstruction blocking flow, then the most likely cause is with the thermostatic valve under the dash. Check that the Bowden cable from the dash temperature lever is still attached at both ends and is able to rotate the thermostatic valve lever. If that looks good, then a failure in the thermostatic valve is the most likely cause.

If you have an underseat heater, if not clamped properly gravity can let the hoses fall down and cause a kink at the outlet of the front heater. Here is a 55 bulletin showing the problem area. The 54 is similar in layout and hose routing so the same problem could be evident.
