$1400 sounds rather steep unless the car need several new brake drums.
There is little appreciable difference between the brakes on this car & most 50's & early 60's cars. Most parts are fairly easy to find. If a shop does feel they can handle it, perhaps their employees are under 30 :)
Since this will be the foundation to a safe & reliable car, consider it money well spent.
