The first bulletin on clearing the whistle had the mechanic blow air down the vent just as you did. With no results that way, Packard says the housing is soldered on so possibly it could be unsoldered and the whistle cleaned.

Depending on what dissolves the sealer compound, it might also be possible to pour something down the vent tube such as lacquer thinner or xylene or maybe even one of the really powerful methylene chloride or similar paint strippers to remove the goo. If the whistle would survive the cleaning is a question though.
