Help! water outlet/radiator housing leaking again

Well what could go wrong? Easy job, ...take off the housing and change the gasket. The fourth time was tonight. Tomorrow is street sweeping day so I'll just get the ticket because every time I replace the gasket and put the sealant on IT LEAKS!

And today I noticed a small spot of water on the housing itself meaning that it is cracked, maybe I tightened it too much near the bolt. Today I made the gasket myself so it would fit perfectly and it did. This time I didn't use sealant, that was a mistake. I've learned to put the water in slowly and watch for any leaks. Here it comes! So I drain it a bit and take off the housing again. The gasket is just wet this time so I don't have to replace it because I didn't use sealant. It will be dry in the morning and I will use more sealant than ever before careful not to let it ooze into the block, only ooze out the sides. Sealant around the thermostat and edges and bolt holes. I am putting the thermostat on first with sealant to hold it in place. Then the housing with gasket attached to housing. Should I put sealant onto the head? Then lots of sealant around the edges of the housing and press down? The directions say finger tighten and let dry for 1 hour before tightening. Then wait 24 hours before adding coolant. I did this 3 times and it still leaked. Please give me any suggestions, I really need them. Where the head and housing meet it is not flush, small imperfections. I'm using Permotex (sp?) Gasket Maker and Sealant. Perhaps not enough.
