Yes, the ears on the housing are bent downward from being tightened many times over the years. If you sit the housing on any good flat surface you will see it. Clamp the housing in a vise by the ear. Give the housing a good yank or tap it with a block of wood and a hammer so that the ear bends upward slightly. Do the same with the other ear. It does not matter if the ears are up slightly as they will pull down again as you tighten the bolts. The main thing is that the diameter around the water opening will press firmly into the gasket.
