It is a lower radiator splasher. It closes off the space between the grill and the radiator and side splashers at the bottom. Can't say for sure it is for a 22-23 series as it looks a bit wide but I am comparing to the 47 version so it may be the one for your car. Give it a try and see if it looks to line up in the space and with bolt holes on the 22-23 series grill bottom and fender splashers.
