If you mean the hole within the red circle then I believe there is a screw missing which will be like the remaining ones all around the casting and shown at the arrows. Probably the same size as those with heads visible on the top vacuum section only threading in from below. Those screws are holding the two halves of the fuel side of the casting together. It could be with the missing screw the gas is being pushed under the diaphragm and out the hole. I would also check the remaining screws to make sure they are tight.
