Replacing the hoses won't hurt but most likely the wiper motor is in need of a rebuild. The inner gaskets dry and the seal on the paddle edges dries out and sometimes shrinks or wears letting the vacuum leak past. Ficken Wiper Servicerebuildingtricowipers.com does an excellent job and turn around is usually good unless the virus thing has affected them.

There is also a factory procedure to lube the motor and while that may help short term, after all these years it will probably still require a rebuild.
