Those two wires are the "carb starter" pictured in the posting of the manual.
See electrical diagram for your year and model. Has nothing to do with the choke function.
That's why you don't "pedal" the gas starting it. You have to engage the starter until it starts, and that won't happen if you pedal the gas. When you push the pedal down that little ball completes the circuit to the starter. Once it starts, it disengages.

If you don't like it, then what I do is install a jumper which effectively takes it out of the circuit. So long as it's working and you learn how to use it, there's no issues here.
Somewhere on here if you search, HH posted the complete info on this device. I have it somewhere, but you can search as well as I can my files.
