Howard nailed it! The Cormorant ornament and grille guard would have been relatively expensive accessories for an inexpensive model.

How to tell the year? First, you can see the rounded corners of the windshield and the lack of fender wraparound trim along with the oval in the grille with protruding turn signals that it is 1951 or 1952. Seeing the cormorant with standup wings and the PACKARD lettering on the hood narrows it down to 1951. Difficult to tell in the photo but 1951 and 1952 had different turn signal lenses too and these appear to be the 1951 type.
